US Navy ERP Single Supply Solution (SSS)

The US Navy implemented an SAP based ERP system beginning in October, 2008 and completing in December 2012, completing deployment of the SAP ERP Finance and Acquisition Solution and the Single Supply Solution. This solution was designed to replace the agencies aging financial and supply systems, to standardize business operations and provide financial transparency/total asset visibility across the enterprise, while improving the efficiency and effectiveness of financial and supply management processes. In preparation for these efforts, the agency required a focused project management methodology to maximize cost efficiency, minimize project duration and enterprise impact, and to maximize positive Change Management across a multi-year effort. The requirement for successful implementation was focused on migrating legacy financial and logistics processes to SAP while minimizing the duration and impact of a global transition on mission readiness and warfighter support.

Main Sail was responsible for Deployment Project management and delivery of all tasks for implementation and post-implementation transition to Sustainment. The project phases went live on-time, on-budget, and are currently providing users a comprehensive, fully operational business system. Main Sail led a combined team of prime and subcontractor personnel, as well as government civilians. Our management analysts developed the project schedule and management tools, and established a matrixed management and execution structure across the Enterprise to ensure timely and efficient deployment and execution across 9 Go Lives.

The Main Sail Team led Deployment Project Planning, Scheduling and Assessment, Functional Integration, and Cutover during modernization of the agencies financial information and project management systems through a total ERP solution using SAP’s R/3 software package. Main Sail led the transition of over 8,000 users across subordinate activities, both in and out of the continental United States.

As the Deployment Team Lead, Main Sail managed the only contractor-led implementation Team. Small, activity specific Deployment teams, established to focus at the Activity level, supported day-to-day project execution. Main Sail instituted a daily status report and feedback loop for leadership and instituted daily status reporting to leadership during the approach to ‘Go Live’ to maximize our ability to effectively document and support customer requirements.

Main Sail worked with Government counterparts to cap the required number of contractor supported billets, facilitating increased integration and training of onsite government resources to ensure a successful implementation, as well as the capability to support system maintenance after go live. To support Implementation of new processes with external government Partners, Main Sail led the establishment of an upgraded reimbursable funding process between agencies. By aggressively pursuing the rapid implementation of ERP and adopting innovative project management practices which promote this objective, the agency successfully completed nine cutovers on-or-ahead of schedule over five years. This on time implementation record has not been achieved at any other major command going live in ERP.

In addition to planning and execution, Main Sail led the Transition to Sustainment for each Go Live. These efforts included formal documentation and leadership signoff of all identified issues and defects, recommendations for process improvements and mitigation strategies, and the development of over 100 custom Standard Operating Procedures with Business Process documentation and Desk Guides to support execution in SAP. Main Sail technicians continue to support this effort, moving on to continued implementation of Releases for new agency customers, providing management, integration and functional support resources. We are the only contractor to lead any implementation verticals for the effort, delegated with responsibility for Deployment, Cutover, and Project Strategy and Execution.
